In the afternoon of September 26, 2026, Fire Services Department (FSD) received a report from a security guard stating that a strong smell of petrol was emanating from the loading and unloading area of a shopping mall car park in Tseung Kwan O. Fire personnel arrived at the scene swiftly and discovered a light goods vehicle suspected of being converted into an illicit mobile refuelling station. The vehicle was equipped with two large oil storage containers with a total maximum capacity of approximately 2,000 litres of fuel, along with refuelling tools including an electric fuel pump, an electronic flow meter, fuel hoses, and fuel nozzles. All items were seized by fire personnel, and a man was stopped and searched at the scene for suspected violations of Dangerous Goods Ordinance and Fire Services Ordinance.
