The FSD proactively implements a "community-based" public safety strategy, requiring its divisions to strengthen cooperation with District Offices, district organisations and Care Teams to formulate and implement district-specific fire safety policies and key performance indicators based on the actual situation and public concerns in individual district, with an aim to enhancing public safety and post-disaster recovery of the community.
