Interview on Combating Illicit Fuelling Activities

Legislative Council Member Ms. Kwok Fu-yung, together with representatives from the Kwai Tsing District Fire Safety Committee and the Fire Services Department, conducted an interview session on combating Illicit Fuelling Activities on June 15, 2026.

The itinerary included a visit to the Tai Lam Dangerous Goods Store to gain an understanding of the tools used in Illicit Fuelling Activities stations. This was followed by a visit to the Sham Tseng Fire Station cum Ambulance Depot, where the Fire Services Department presented data on enforcement actions against Illicit Fuelling Activities and introduced various enforcement tools, including drones and Raman spectrometers.

The session also covered reports on specific cases in the Kwai Tsing District, explanations of relevant legislative amendments, and an introduction to the fuel-related reporting mechanism. During the session, the legislator and relevant officials exchanged views on strategies to combat Illicit Fuelling Activities. 

In addition, Mr. Ng Chor-fung, Deputy Director of Fire Services and Chairman of the Task Force on Combating Illicit Fuelling Activities under the Standing Committee on Dangerous Goods of the Fire Services Department, attended the session with his team.
