The Hong Kong Fire Services Department (FSD) is committed to providing the public with efficient and effective fire and ambulance services. In order to improve its services and better respond to the needs of the community, the FSD set up the Fire Services Department Community Collaboration Network (FSDCCN) to promote a better understanding between the department and members of the public.
Since 1998, DFSCs have been set up in the 18 districts of Hong Kong. The DFSCs actively promote fire safety by implementing relevant community education and promotion activities and organising fire drills in buildings in cooperation with owners' corporations. To strengthen the ties, collaboration and coordination with DFSCs, the FSD brought together the 18 DFSC chairpersons to form the FSD Community Collaboration Network (FSDCCN) in 2022, through which they can contribute their views on district fire safety issues. The members of FSDCCN include 18 DFSC chairpersons and the Divisional Commanders of the FSD. FDSCCN members would collaborate and participate in the formulation and implementation of the FSD's community public safety strategy. They give suggestion fire safety issues, strengthen the dissemination of the Department's messages to the community, and relay the fire safety concerns of local communities with a view to enhancing the overall fire safety in the districts.
To exchange views on the FSD's services and latest policy initiatives;
To monitor the FSD's delivery of services against the performance targets;
To suggest and comment on ways of improving the FSD's services;
To disseminate the FSD's information to the community; and
To mobilise community resources in support of the FSD’s policy initiatives, including but not limited to the promotion of fire safety and emergency preparedness.
The FSDCCN is chaired by the Assistant Director of Fire Services (Corporate Strategy). Members are chairpersons of the 18 District Fire Safety Committees (DFSCs), Senior Divisional Officer (Support), Senior Divisional Officer (Licensing and Policy), Senior Divisional Officer (Public Safety and Communication), Senior Assistant Chief Ambulance Officer (Headquarters), Divisional Commanders (Operational Command), Assistant Secretary (Staff Relations and Committees).
The FSDCCN normally meets quarterly, but the frequency of meetings can be increased or reduced as the Chairperson deems necessary. The Chairperson may invite any representatives of government departments or private bodies to attend the meetings if necessary.
